Premise and first two chapters
A new department policy says any officer who touches the chief loses his badge and faces charges, and the whole station has heard it read out. Vera Lancaster runs the building and enjoys how everyone studies the floor when she passes. Cole is the newest officer and the one nobody volunteered to partner with. When she assigns him to her night detail, the others assume he has drawn park patrol and bad luck. His job and his record depend on keeping his hands to himself.
The first episode shows the briefing, the assignment and a private word in her office. She explains that she did not choose him for staffing reasons; she chose him because he is the only one who holds her gaze. Then she points out a gap in the policy: it restricts his hands, not hers. He is dismissed for now, with a clear warning that she has more in mind for the night. The second chapter carries that shift forward. How long Cole can follow the rule while his commanding officer keeps bending it is the question left open.
